I assumed that was the thinking, but considering that CDs are being phased
out in favor of DVD, I'm not sure the logic of maintaining compatibility
with CD holds up any more for archival material. Many DVD players have high
fs converters, usually 96k, though some DVDA players do have 192k
Most people are not aware of this, but all but the best DVD players have a
single set of DACs and sample rate convert content. Most low to mid end DVD
players have 48k converters and convert CDs to that rate on the fly during
