There are at least two kinds of hemp available in sheets or raw fibre for
paper making. Manila Hemp (also known as Abaca) comes from the leaves of a
plant in the banana family (musa textilis). It has long silky fibres and
makes very strong, thin sheets.
The other hemp (cannabis sativa) is from the same family as marijuanna, but
does not contain the halucinogenic chemical. It is available in sheets from
a number of handmade paper mills. It is a fibre that has been used for
hundreds of years to make paper and textiles. It is also very strong.
I don't know how much help information about North American sources will be
to you, but some of these places do ship things internationally, so here is
a list of possible supliers here.

There are some hand paper mills in the UK and Europe, but I don't know if
they sell pulp sheets or if they only sell their finished products.
