The screw action Japanese hole punch available from Colophon Book Arts
(colophon@xxxxxxxxx) has 8 bits, ranging in size from 1.0 - 4.0
millimeters, and it is very good, but it is designed to make clean holes in
thin material, not whole textblocks.

The bits taper out from the cutting edge.  It would probably work fine for
half a dozen pages of typewriter paper at a time or other materials of like
thickness.

A drill press (there is a drill press attachment for Dremel tools) is
probably the best solution.
