This work (according to Donald Wing's Short-Title Catalogue of Books
Printed in England, Scotland, Ireland Wales ..., 1641-1700) is indeed 1689.
 It was reprinted in 1691 as the New English Dictionary.  Wing lists 14
holding libraries.

I wonder if you'd find an auction record in American Book Prices Current,
available at most research libraries.  This would at least give you a
ballpark figure for its commercial value.  Of course, a book, especially an
antiquarian book, is worth whatever someone's willing to pay for it. -- Susan
