True, sort of. They set in the computer, then output onto plates and
printed photo-offset with ink.

While toners are MUCH better than they used to be, there are still
instances where the toner transfers to the facing page, or depending on
the paper just doesn't stick well (flakes off, smears...). Ink is still
more permanent.
