Robyn-Longtime ago when I worked more with ad agencies, whatI learned was
that as soon as an agency could build a client base, then doing a lot of work
on spec just wasn't feasible. Show clients rought sketches-don;t give them
stuff theycan use til they contract w/you. A lot of businesses will realize
the rationality of making a decision based on very preliminary material plus
your client list and reputation in the filed and the community. Good luck.
