Drill bits for paper

I would like to be able to drill cleanly through paper, using bits of
varying sizes (for some books using stab-style bindings).  Regular bits, of
course, do a lousy job.  There must be something out there that is hollow,
or in some other way cuts the paper out, rather than grinding it around and
messing up the hole.  Can anyone help?
