Have you tried wheat starch or rice starch to make your paste, instead of
flour?  These starches are extracted from wheat or rice flour, and contain
none of the glutens which attract book-eating insects.  They also make very
fine paste.

They can be ordered from archival supply places such as Gaylord Brothers or
University Products, or from Talas in New York.
