In the early days of heat set repair tissues, there were occasional problems
with repairs blocking, that is, adhering to adjacent pages of the book,
caused by the adhesive penetrating the repair tissue. The problem was dealt
with then by waxing (microcrystalline, perhaps) the repair tissue.
If the pages are adhering over all, you might consider using Krylon spray
fixative. I've applied it to acrylic pastepaper endsheets and had no problem
with blocking even under the pressure used in pasting down and/or settling
the board paper with the book closed.
