cuir-cisele is a technique where a design is laid out on the leather and certain of the lines are cut to about half the thickness of the leather.  Area adjacent to the lines are then depressed and/or tooled to leave a raised area bordered by a depressed, often textured/tooled area.  There are, of course, sub-techniques that can be used such as molding and sculpting to leave a more refined relief, more akin to "bas relief".  The original technique was frequently quite course and two dimensional.  Hope this helped.
