There are two methods I've heard of; I haven't tried either method myself.

1. Use dental floss behind the photo to pry the photo off the page
2. Try Un-du, which is a liquid that is marketed to scrapbookers.  It
temporarily deactivates adhesive, allowing things to be moved.  It does not
harm photos.
