actually, in my experience, the safest way to keep a shear is with the blade resting all the way UP, not down, or partially down.  It's easy to see where the blade is, and it is more unlikely that one will receive accidental sterilization from walking into the handle.  Thus adjust the weight to keep the blade up-but just enough weight to not need much effort to use it.  Hope this helped.
