Both methods are OK, and each has its merits and pitfalls.

Glairing over the entire surface (with French shellac glaire) tends to give
some leather a sheen, which isn't always unpleasant, so one has to put on an
even coat.

If you want to blind tool the design and paint in the glaire, make a small
mark on the side of the wheel and always start there. That will account for
irregularites in the design.
