Both are right you halve the long or double the short edges.
The whole point of DIN sizes is that no matter which size you are using, the ratio of the long to the short edges is always the same.
There are three standards, A sizes based on one square metre which called AO, Be sizes for envelopes and C sizes for Posters etc.

If you take any A sized sheet and cut it in hald from the long edge, then you will have two sheets of the next A size.

A4 = 297 x 210
A5 = 148 x 210
A6 = 148 x 105

B4 = 250 x 353
B5 = 250 x 176

C4 = 229 x 324
C5 = 229 x 162
C6 = 114 x 162

The relationship of the A abd B sizes means that an A 4 sheet of paper infolded will fit into a B4 envelope. An A4 fold once (becomes A5 is size) will fit into a B5 envelope.
