Think of it as parts of a whole.

Math bit (you can skip this):
Percentages are really fractions.  So 10% is the same as 10/100... so 1/10.
Fractions are the same as ratios... so 1:10.  Now you get to pick units.
/Math bit (stop skipping)

So, if you want to pick tablespoons as your unit size, a 10% solution would be
the same as 1 tablespoon of powder mixed with 10 tablespoons of water.
