If you want to limit the term to time in the calendar sense, yes. But progress has come to imply positive movement as opposed to negative movement; regression, similarly, implies negative movement. Thus the revival of a good technique from the past is progress, and the revival of a bad technique from the past would be regression.

English, by its nature, does not submit very well to overly precise word
definitions, which even though they might be accurate in some contexts,
are too restrictive for general conversation, in which progress is
improvement, not just forward movement.
