The things you mentioned are not solvents. They are bleaches.  None of the
other items noted by other people were solvents. When removal of iron oxide is
accomplished, it is by combining the iron with another substance and then
removing that. This is more or less like using a magnet to remove iron particles
from some substance. The iron joins itself to the magnet and is removed, but,
not dissolved.

My advice was not based on the impossibility to remove rust stains, but that
the removal would prove to hard on the paper to merit the treatment.
