The current versions of WordPerfect allow the user to publish to pdf. Also, there is LaTex, an open source text processing system that outputs to pdf or other formats. See http://www.tug.org/.  See also,

LaTex has a number of packages that are specifically designed for making e-books.  Finally, if you purchase Adobe PageMaker, FrameMaker or InDesign (the replacement of PageMaker), it comes with Acrobat Distiller.  Distiller becomes one of your printer selections.  Once installed, any application can print using Distiller, which produces a
pdf document.
