[BKARTS] event posting request/suggestion

Since we're an international list, I was thinking it might be useful
to others besides myself if announcements of workshops, classes, and
other location-specific events included the location in the subject
line.  I don't read every single posting, and this would help me sort
out the ones to which I should pay special attention.  Just a thought.
