   I use a 50-50 mixture of wheat starch and PVA to glue thin art paper 
(for example, the Thai marbles, tissue paper thin) to thick stock to 
creat endpapers.  I've never had a problem such as you describe.  It 
helps to allow the glue, after application, to dry slightly, so that it 
gets tacky.  I then place the paper in a book press.
